What does "search on cmd" mean?

The sending problem between Windows 10 and Outlook 13: one of the fixes suggests 'search on cmd' when you find the application (Command Prompt).' Probably a dumb question, but I don't know what "cmd" means, and what does "application" in this context mean? Thanks for any help.
 
"cmd" is Command Prompt. At least, it's what people commonly refer it as and it's Command Prompt's file name. If you want to use Run to open Command Prompt, for example, you type "cmd" without the quotation marks.
