What does the messaging app do? im confused..

going through the programs/apps on my surfacebook and notice a program called "messaging" what is this? can I only use this with a Windows Phone? how do I delete it if I don't use it?

Just open the app and it tells you what it does It's a messenger app that you can use for Skype.
