What is "payment SIM"?

I noticed in the NFC settings we can now pay using it. I'm curious on what a "payment SIM" is. I have my CC and my MS account on my phone just curious how this will work.

The SIM card needs to be payment activated for phone payments through NFC to work. You'd have to see if your carrier actually utilizes this or not. I think banks have to support it too.
In Canada, Rogers supports payment sims but it only seems to work with blackberries, maybe a handful of androids and as far as I know it only works with RBC bank.

So would that mean instead of the NFC going through my registered cc it would go on my att bill if my carrier supported it?
