Well, usually, no contract simply means that there.... well not a contract to sign, you buy the phone as is. Unlocked means that it's not tied to a particular carrier and it can be used on any carrier that supports the frequencies that the phone has.

However, in the case of whatever retailer you're talking about, it sounds like they're trying to trick you into paying more for the same thing. Since it's from Verizon, it's automatically unlocked. Buy the cheaper of the two.

I assume you are talking about a Lumia 928 because you are in this sub-forum. The 928 was only ever made for Verizon. They are all the same. Unlocked but with broken MMS if you intend to use it on another carrier.
