First of all, the Lumia 521 is not 4G, nor any of its variants are.

As for the comparison between the 521 and the 530, the 530's CPU is better and newer (1.2GHz Snapdragon 200 quad core vs 1.0GHz Snapdragon S4 dual core) but the 530's internal memory and hardware is IMHO worse, with 4GB of storage vs the 521's 8GB, the lack of a camera button, and on-screen buttons.
