What is this problem with hard reset on lumia 535 ?

On lumia 535 I've set the new windows 10. I used windows recovery tool to set it on windows 8.1 but that doesn't happen. Next I tried to hard reset it and now is still on hard reset it takes to 45 mins than on the screen appears a sign like this " : - (" and the hard reset starts again . And the phone doesn't switch on. This happens everytime. Please help me if you have this problem solved .

Hook it up to your PC and do the recovery process all over again. I'm sure that will work! Good luck!
