I don't have any battery issues with Whatsapp, it barely uses any battery on my phone.
Windows Phone will close an application when it uses too much memory, so if you have an idiotically long chat history it will eventually close the application. I think the question is rather, why would you need such a long conversation history? If you need something for reference, there is nothing stopping you e-mailing the chat history to yourself.
Regarding notifications, this IS partly down to the speed of your network and partly down to the server providing the push notifications. In the majority of cases it is the phones connection rather than the server. Just because it shows full signal does not necessarily mean it is sending data properly.
