When i scroll down for shortcut settings, they start blinking and doesn't stops.

if anyone knows how to stop the shortcut settings blinking...pls reply and i am also not able to start the wifi..it always says that.."try later and if the problem continues restart the phone"...bull****...nothings happening..pls help
