When scrolling down through a system folder it keeps jumping back to the top of the list. How can I stop this?

When scrolling down through a system folder it keeps jumping back to the top of the list.

For example when I'm in my download folder I scroll down to try and get to a certain download and the window keeps jumping back up to the top of the list of downloads.
