At&T in USA with lumia 920 will be dead last in updates, probably sometime in August.

I am running dual sim free 630 in the UK on giffgaff (O2) network, developer preview NOT enabled. Just checked for updates and got a hit! Seems like a fairly meaty download, even on a 50mbit connection. Had gears for a while, and it is now migrating data (step 13 of 19). Will let you know as soon as I can work out what changed. Phone cam with cyan and 8.1, this is the first update I have seen since receiving it.

Cortana hasn't been released outside the US so far. I believe it's coming in the next few weeks for UK and China, though but don't take that as gospel.

NHUK had already Cyan on his 630, as these devices come with Cyan.

That's the same build I have on my ATIV S with the DP which would seem to prove that the last update to the DP was the final version.

I've heard that WP8.1 was set to begin rolling out in China, and other countries June 24th. Well, here it is June 26th now, and still nothing! Still stuck with 8.0 on my Lumia 925. I'm so anxious for the update...does anyone know when I can expect it?

It has already started rolling out for some Lumia models in some countries, so it should be in the next few days to months (depending on carrier approval in certain countries)
