I would hazard a guess that there isn't much effort being put into anything other than games on the Xbox. Although its advertised as the "all-in-one" box for your living room, there hasn't been much focus on it doing anything else over the last year or so. The dashboard was changed to something that doesn't look like a Windows desktop with live tiles, no promised OTA DVR, OneGuide languishing away with no improvement, eternally delayed keyboard and mouse support, etc. I really don't expect it to get much better for at least a year as Microsoft is focusing on Windows on Arm and then they can start to advertise the benefits of UWP that supposedly runs on everything including Xbox.
I just hope that there is devs left at that point.
