Where does Cortana get my contacts?

[Windows Central Question]

I don't use Outlook for personal accounts, and my company doesn't allow me to link personal devices to my business Outlook account. I don't see a "contacts" app, a la mac-world, so I have no idea where to enter contact info so that Cortana can send emails for me.

Help, please...
