Yes, I have have this issue with Lumia 730 and with Lumia 532. The difference is that I have to do a hard reset on Threshold 2 right after getting Windows 10, while you can simply reinstall the software, update apps, update phone software, and once again update all apps.

I just did a fresh install on my 950 XL from WDRT, I am on 14393.693 and the Gadgets app is there as always. Maybe its the model phone you have, not a native W10 device?

Mine is not a native W10 phone but updated from 8.1.I did not have this issue on 8.1 but started getting it after the W10 update.
I remember quite a few Windows phone (8.1) users had this issue (of not seeing it on the All Apps list) when Microsoft launched this app sometime towards the end of 2015.Prior to this it was known as 'Device Hub'.
