Use computer to download, transfer file to phone (sd card preferred), go to store, tap three dots, select "install local apps" and ccs should be there ready to be installed.

Nokia5110's method is precisely how I just got it to work.

Be warned: This will not fix the actual issue with the 80073cfb error - this just allows us to bypass whatever weird bug is blocking us from downloading the app using the normal method. If King should send out another update and we still have the blocking bug, we'll all need to remember to use a third party download site such as the "appx4fun" website to work around the problem. Not "ideal" by any means, but it does solve the problem.

May be it is some thing related to advertising id ..I turned it on cleared temp files and did a soft reset..WORKED FOR ME...see if it works for you guys.

I actually did mess with the Advertising ID a few times while trying to find a workaround. Unfortunately, that did not work for me. It's great that it worked for you, though! :)
 
So I had this same issue with Tweetium (given its recent update on the front page of Windows Central). I did some more digging around the web. I found a thread at the Microsoft Communities forums for Windows Phone that had a suggestion to log into https://account.microsoft.com/devices and remove the affected phone from the account. The forum entry says to immediately resync the primary Live ID on the phone via email+accounts but that is unfortunately inaccurate. The process that worked for me was similar but involved:

1) Log into https://account.microsoft.com/devices
2) Remove my Lumia 1520 from my Microsoft Account
3) Reboot the Lumia 1520 (this is the missing step)
4) Sync the main Microsoft Account after insuring that "Find my phone" is enabled on the phone.
5) Now attempt to download the update from the store.

The above 5 steps resulted in my ability to download the app without further issue. This may not fix the problem for everyone, but it's worth a try since it is actually harmless.
