Why am I not able to purchase music from the Music Store?

Music Store Issue

I am trying to download the Nick Jonas album since its 99 cents but im having a problem. When I get to my wallet for the purchase, it says I cant use my mobile account and ask for a different payment option... Seriously there's always some problem with purchases from the store. What to do?
