Why am I not able to switch on the wifi an turn it off?

not able to switch on wifi anf turn off wifi

Everything was fine until today.I'm not able to switch on WiFi.It always gives a error message"Can't do this at the moment try again later".Did a soft reset and now I'm unable to switch on or off Bluetooth.The bluetooth dialogue is blurred and not able to on or off..Please help.

What phone do you have?
I would try a hard reset next.
