Why am I only receiving notifications on wifi?

Only Receiving Notifcations on WiFi

Ever since receiving my replacement HTC 8XT, I've only been able to receive notifications while connected to WiFi. This is true for most of my installed apps - Facebook and Facebook messenger, Twitter, Readit, Xbox Smartglass, Kik, or anything else. I've noticed that, when I go to battery saver, the option to allow the app to run in the background is not there for any app that's not bundled into the OS.

Things I've tried: *Removing the app and reinstalling *Hard reset *Turning off Data Sense *Turning off Battery Saver

Am I missing something? Does anyone else have any other suggestions?

Just to be sure did you check the setting in data sense "Restrict background data usage. If this is ON switch it OFF.

And in battery saver choose "show apps that can run in the background" than some more apps must show up.

Yeah, I just double checked. It's not only set to off, but it's also greyed out.

I only have twitter but I can see it in battery saver

Now that I look again, I noticed that a lot of my apps now have that setting. Facebook Messenger does not, however.

Regardless, still no notifications off WiFi.

You need to get your APN configured most likely.
