Why am I unable sign in with the Microsoft account in Windows 10. (aslo in msn apps, mail, etc..)?

i'm logging in by local admin account but i'm
unable sign in with Microsoft account in windows 10 for PC. (same is the case for msn apps, mail, etc...)
'sign in with Microsoft account instead' link is not at all working, 'sign in' button in the hamburger menu of msn apps like news, mail, sports are also not working, nothing is happening when it is clicked.

Even after cumulative update 3 the issue is not yet fixed...
