Why am I unable to access the start menu from my desktop icon screen?

You might want to elaborate on that issue.

How long have you waited before you decided that it's not working? There are instances when the start screen/menu will take some time after the Windows Icon is pressed, especially if the CPU/HD is busy, e.g. when the PC has just started up from a full shutdown and when the PC is installing apps, updates, etc.
