Why am I unable to download the Windows device recovery tool on my Lumia 930?

i can't download widows device recovery tool and i really need it to fix problemes in my lumia 930

when i tried to dowload it they draged me to a new angle and it saids http error 404 and the ressource demanded doesn't existe
