Why are all photos in the "Saved Pictures" album not backed up to OneDrive?

I just upgraded to a Windows Phone 8 device from WP7.8, and in the process moved the photos from the "Saved Pictures" album on my old phone to the album of the same name on my new phone (by way of my computer). I have photo backup to OneDrive enabled, but found that the only photos being backed up from the "Saved Pictures" album are those that I saved there directly from my WP8 phone (or modified on my WP8 phone), and none of the photos I manually transferred.

Does anyone know if this behavior is by design or if I'm missing a setting that will enable all photos in the "Saved Pictures" album to be backed up regardless of whether they were saved or modified on the phone, which is how I expected it to work?

Thanks. I'm curious what use case MS were developing for when they included this functionality, i.e. why they made the assumption that most users who transfer photos to this album manually don't want to back up those photos to OneDrive.

It's not easy to implement. It requires lot of computation and processing. Every time you connect to the internet, it will have to verify the files which are already uploaded and upload the one's that aren't. It will have to also check which files have changed (edited) and need to transfer the changes to the cloud.

Gotcha, but I wasn't referring to the challenges engineering might encounter, but to the customer use case that would have driven development.
