why are my videos buffering?

I'm running Windows 10 Pro v1709 and my videos are buffering very slowly. The sound seems to be normal but the video is very much slower and is far from in sync with the audio. The PC is old and I'm using the basic Microsoft video driver (dated from 2006!). A few months ago all was fine but "something" is now slowing it down.

Hi. can you be more specific about the source of the videos? local digital files, disc, streaming, or anything else.

what program(s) are you using to play?

have you tried updating all relevant drivers? restore point? Windows 10 rollback? any programs or updates installed recently?
 
Well whenever videos are buffering means the connection is slow. This mostly happens when streaming from the internet but could happen on external hard drives. In other word the video isn't being receives at the speed it's being played at.
