Why aren't any of the apps that came with the Windows 8.1 upgrade working?

Windows Central Question

All Apps that came with Windows 8.1 upgrade are not working.

When I opened those Apps after September 1st, all I could see is a black banner came up then went away and there was nothing on the screen.
