Why Aren't Developers Utilizing The Custom Notification Sounds?

We got this feature with GDR3, and the only apps I know of that utilize it are Facebook and 6Tag. What's the hold up with implementing this? Even the wpcentral app doesn't have it yet

6tag does use custom tones go into settings > background agent > use a custom sound.

And the few that have, usually choose one of the generic WP tones, which is pretty disappointing.

A User-Selectable sound would be much better.

agreed. id quite like to custom select a WPCentral sound for example ;-)
