Why aren't I receiving notifications?

not receiving notifications.

windows phone not showing any notification for whatsapp, telegram like apps. not even the emails. messages appear as soon as i open the app. selected "always allowed" also tried "allow even in when battery saver is on" in battery saver settings, mobile-data is always off, am on wi-fi. my other device android works fine. going crazy.
