Why aren't my contacts showing in the People app in WP 10?

I'm assuming you've already connected to your Microsoft account?
Also if it doesn't work then try a hard reset

Try the People Legacy app and see if your contacts are there.

I had just installed WP10, and have now seen the apps "people" and "people legacy". In "People" you cannot add contacts from other sources, such as Facebook or Linkedin, or exchange accounts. Set them up in "People Legacy" and they will appear in "people" too, even though you have no option to set them from up there.
