Why aren't there any apps to shuffle background photos?

Can't find any apps to shuffle background pictures that I can pick or from an album on the phone. Does anyone know of one. Is this not allowed in wp8.1 permissions? Seems like an obvious app opportunity many would like.

In WP 8.1 you can mark your favourite pictures and those pictures will be displayed on the photo hub live tile. You can also shuffle the photos that are used in the live tile by going to setting>shuffle now when you're in the hub.

Sorry, maybe I should clarify. I mean the image used for the background of the start screen with the new see through tiles in wp8.1
