Why can't I access touch Option under Settings menu?

I am using Microsoft 640 XL, I opened settings menu and when I tried to open Touch Option and it re-directed me to the same settings page. What could be the solution for this

I experienced same problem in L535... I tried to solve it but finally I had to reset the phone.
