Why can't I change network adapter settings?

why can't i change network adapter settings

settings/Ethernet/change adapter settings then double click on my local area connection to set it to a static IP address. no response.
If I right click for the properties, a box pops up that says "An unexpected error occurred"

Same problem here. DNS leaking while using a vpn.

Same here, with German Windows 10 build 10041.

Same thing here. It was fine until build 10041.

Fix by uninstalling the NIC(s) from Device Manager and reboot.
Dance, dance a lot.

That was the first thing I tried. No soap. Now I'm fixing the control panel settings in HKLM.
