Why can't I download an app from my Windows 10 PC to my PC?

Why can't I download an app from my Windows 10 PC to my PC? It keeps going to my phone! But I don't want it to go to my phone. And I don't want to use a Microsoft account. Thanks

You need a Microsoft Account to purchase/download apps from the Store.

I have one but don't use it as I don't want one. It downloads to my android phone without prompting or asking. I have never set this up. It's annoying. And I do get one or two on but most don't so I don't think that's the answer. Makes no sense to me.

You likely have your Google account set up on your Android phone, and signed in to Google Play Store on your PC. The same applies for Microsoft. You will need to sign in using your Microsoft account to download apps to your Windows 10 device, irrespective of whether it is a PC or phone.
