Why can't I play a DVD directly from a dvd reader on my Surface Pro 3?

I can't play a DVD directly from a dvd reader on my surface pro 3

I bought a DVD reader and connected it to my surface pro 3. The problem is that I need to download an app in order to transform my video to mp4 so I can watch it. Is there a way to download the original dvd player on my surface?

play or transcode/convert? Title says play, but post asks about converting to mp4....

It's not Surface. It's Windows 8. You need the codecs which isn't included in Windows 8. Try VLC.

VLC has been the best for a long time.

I'm trying to find out what the Media Pack is good for if you aren't using a DVD player.
