Why can't I see Technical Preview Build 10582 in Fast Ring, only 10572?

Can't see Technical Preview Build 10582 in Fast Ring, only 10572

I have a Lumia 830 on 8.1 Update 2 but i can only see Build 10572 in Settings/Update.
If i try to switch to "Slow Ring" or try to reconfigure for Fast Ring, the Insider App tells me that there is an Update pending and it fails.
I am kind of stuck there. Is there a way to refresh or force skipping the build or force search for newer builds ?

A hard reset will clear the queued 10572 update.
Then download Windows Insider again and update.

I think I've asked this question before, but a hard reset leaves you with a factory install. Lose all data and Have to download and reinstall all apps?

Yes.
You do have the option though to restore from a backup or fresh install.
