Why cant I SignIn into microsoft account? (Cant open Sign in section)

I am having trouble signing in into microsoft account, after i did factory reset to my phone. It works well before i reset phone, but when reseting done, all bugs (Crashes) happened, I cant even download app or sync my contacts from my ms acc. I am using HTC 8S with Windows phone 8.1 developers preview. Please Help. Patiently waiting for your reply. Thank you so much!

I would first try a soft reset, hold down volume down + power for about 10 seconds and see if that improves things.

If not, I would try hard reset again and see if that helps.

If that doesn't help, I would download the Lumia Software Recovery Tool and reload your latest OS version. That won't be Win 10 but will be whatever the latest version of 8.1 is available.
