Why can't I turn off Cortana

Hello, I need some help please. The instructions for turning off Cortana are to toggle the switch, but if I press it all it does is take me to where I authorise it to do whatever it wants. It doesn't give me any other option. I assume I'm doing something wrong but can't work out what it might be. Thank you for your help. Lynn

Are you selecting Settings, then swiping right to Applications, then Cortana? At the top after Cortana there's a switch to turn it off or on. When you select the switch it will tell you that you have to restart your phone, then go back into Settings to manage any data that Cortana has gathered.
