Why can't I use Messenger without setting up a Facebook account?

I understand that Facebook allows phones to use Messenger with simply your phone number, name and photo. I have a Lumia 521 Windows 8.1 phone. When I launch the app the sign in page appears and when I enter my phone number and click "Not on Facebook" it requires me to setup a Facebook account with password, date of birth, gender etc. I do not want a Facebook account, I simply want to use Messenger on my cell phone to text family.
 
I assumed we had this option available, could be an app glitch. Uninstall/reinstall the app and check, but if that doesn't help you'll have to contact facebook itself and explain the situation
