why cmd is so complicated

I have moved to windows 11 just last week, I have lots of issues with my cmd, I don't know where is the best place for keeping it, do I have to make shortcut or something or move the hole application directory to another directory, and I tried to change the default path ( by going to the cmd's properties and change the (start in) option, there was no option ( start in ))

Try in using "PowerShell" as Admin.
