Why does a blocked call still continue to ring?

a blocked call still continues to ring

by accident, I unblocked call after again receiving it while it was still blocked.
I'd like to block it from contact list as history was deleted

According to this year*-old article, you need to wait for the contact to call or send you a message again before you can block it. Details on how to do that are in the said article as well.
