Why does ATT charge extra just to be allowed to be their customer?

This is pretty much the way it went for me in Sept when I picked up 2 iphone 5s devices. Although they may give it back to someone adding a windows phone since they usually just sit on the shelves.....AT&T forsakes current customers to generate new business | ZDNet
