Why does my Surface 2 Pro battery reach only 10 at full charge?

Surface 2 Pro battery reaches only 10% at full charge

I ran the powercfg/batteryreport utility and found out that it barely charges to 10% of its capacity, although it did only 84 cycles. How can I bring it up to normal (90%+ full charge charging capacity)?
