Why does Windows 10 Version 1607 take about 2.5 times as long to restart as Version 1511 does?

Windows Central Question

I have ugraded to version 1607 and I notice the restart time is 2.5 longer than version 1511. The boot time is about the same on both versions. I also did a clean install of version 1607 and the restart time was still about 2.5 times as long as version 1511.
What is going on with version 1607?

you've checked startup programs? Any that are on by default?

First days can be rough, give it time or wait for the next update patch to get things sorted
