Why doesn't Cortana work on the Microsoft Band?

Every time I hold down the action button I am given an error saying, "You must enable Cortana on your phone to use this feature." I have checked multiple times and Cortana is enabled both on the phone and the Band. I got the Band before Christmas and have been having the issue the whole time.

Did you check it is enabled in the Microsoft Health app. Also mentions something about being pinned to home page in there. Not sure if that is required.
