Why don't my downloads start without WIFI?

Download don't start without WIFI

Hi Guys,
Download issue would happen only on big files such GT Racing 1 GB File. Have 15 GB download volume and tried every setting but it would not start the download. Is there any limitation on File size?

If yes, Microsoft fix it please. My Home Broadband is Limited too, so have to use my Mobile Network on my Phone.
