Why flashing the windows explorer on my wp8 nokia 520 phone while i'm surfing on the internet?

Example on the google main site! The explorer downloaded the site and then it start to rebuilt the site again and again(looks flashing)....,but i don't see the downloading line in progress again? Any help? Thanks.
