Why gta sa resumes instantly and other games takes time

I have been playing gta sa for sometime and whenever I put it in background and then resume from task switcher it shows up the pause menu while other games like Lara croft takes half a min or more showing blank screen..

Most likely it was well-optimized for WP when they developed it. It's the same with apps.

Then why other devs don't do it especially the one who are wp exclusive??
