Why has my Surface 2 (RT) lost IE Touch?

Surface 2 (RT) lost IE Touch

Last week's update gave me the desktop version of IE. Now I can't get back to the Touch version.
I can toggle between Start screen and Desktop with Start menu, but I can only find the desktop version of IE.
Any suggestions?

If you create a new user, and then sign in with that user, is there IE on that users start menu?
