Why I cant merg apps in start screen on a windows 10 preview on phones?

just tried on my 1520 running 10166. no problem.
tap and hold app then when it let's you, move over the app
you want to place in the same folder.

not a bug in 10166.
EDIT just tried it again. phone is now on tp 10512.
long press the tile. move tile over tile I want to place in folder.
release from long press. viola, folder created.

Same problem.

Worked in 10166.

Works fine on my L630 with the latest & greatest.
