Why is Cortana not working?

So my phone has windows 8.1 and is currently updated to the latest version, but Cortana wont respond correctly, saying she cant connect to the internet. Any app I've tried that needs a connection to the internet works fine, and I've taken extra measures to download a separate browser app, which works fine. Any suggestions?
