Why is L520 unable to sync mail with primary live account?

why is L520 unable to sync mail with primary live account

I've factory reset my 520 several 100 times, using both phone method and windows recovery tool

I've tried adding account at beginning of restore, waiting till end of process and can not get mail to sync

I'm getting error 8500205
I've tried changing windows servers to all types of different setting
m.outlook, m.live. dub-m.live
Nothing works

Windows live can see my device-I've deleted it several time and it keep detecting it.

Any ideas what to try/do?
