Why is my computer not restarting after troubleshoot

My computer went through a problem and its collecting data. It will restart once all the information is collected however it has already reached 100% and it hasn't restarted yet... i cant force shut down or do anything. The screen is still blue

Welcome to the forums. Usually, long pressing the power button will force a shutdown. See if that works?
