why is my htc windows 8x phone not letting me create a microsoft account

i am trying to create an account for my phone and its keeps saying it cannot connect i have tried reseting the phone and i still get the same thing

Maybe you can try creating a Microsoft account on another device like a PC and logging in on the phone?
